About

Philamer C. Torio, PhD is Professor, PhD Coordinator, and the first full-time faculty of the Ateneo de Manila University – School of Government. He also serves as Resident
Research Fellow at the Ateneo Policy Center. He has over 25 years of experience in operations, finance, research, and policy making related to public infrastructure as a senior corporate officer, government official, and academic scholar. He also served as the first Executive Director of the Public-Private Partnership Center of the Philippines. He
obtained his PhD degree in Resource Management & Environmental Studies from the University of British Columbia, as well as master’s degrees in various disciplines - Master of Engineering from the University of the Philippines, Master in Management from the Asian Institute of Management, Master in Public Administration from Harvard University, and Master of Arts in Asia Pacific Policy Studies from the University of British Columbia. As an academic, Dr. Torio’s teaching, research, and projects focus on governance, infrastructure development, infrastructure finance, and Public-Private Partnerships.
